But
it
is
hard
to
believe
things
are
nearly
as
dire
as
he’s
making
things
out
to
be.
Portland
is
way
more
overrun
with
nude
bicyclists
and
craft
beer
than
it
is
with
crime,
no
matter
how
often
the
administration
tries
to
paint
a
different
picture.
Some
of
the
most
important
non-cooperation
has
come
from
Portland’s
Mayor.
Portland
isn’t
the
only
city
fighting
back
against
Trump’s
threats
to
deploy
the
national
guard.
San
Francisco
was
also
targeted
—
and
their
DA
is
ready
to
remind
the
National
Guard
that
none
of
them
are
above
the
law.

other

against
troops
deployed
by
Donald
Trump
to
her
city,
an
unprecedented
and
legally
questionable
move
as
the
conflict

president

district

moderate
Democrat,
told
Playbook,
“If
I
believe,
and
have
conviction,
that
we
can
meet
our
burden
and
charges

appropriate,

hesitate
to

so.”

Strong
states
and
cities
are
meant
to
function
as
a
layer
of
protection
from
a
power-hungry
federal
government,
but
that
is
only
reliable
if
cities
and
states
are
actually
willing
to
draw
lines
in
the
sand
and
confront
legal
hurdles
as
they
pop
up.
